Where did the DAO approve stewards to distribute 40,000 $ENS to themselves in Term 4? This action appears to conflict with the Term 4 budget the DAO approved. The related parties should understand how bad the optics appear here and clearly explain this.

Where did the DAO already agree to distribute another large set of unvested $ENS to stewards in Term 5? I see a forum post suggesting that this distribution occur, but how does that equate to the DAO approving it? How is the DAO somehow already bound to this? Isn’t this vote the first opportunity for the DAO to speak their mind on this proposed package?

EP4.8 was passed November 8, and adds the following requirement to the bylaws:

10.4. The Meta-Governance working group are responsible for defining standards for fair compensation (‘Compensation Guidelines’).

10.5. The Compensation Guidelines shall be defined prior to the Nomination Window for each term and can only take effect for the following term. Summary

Note that it doesn’t require the DAO to approve a proposed compensation plan - an omission I agree should be rectified in the forthcoming bylaws.

Go Forward Plans

The structured pay table above will be used in two ways:

1. This structure is what the current Metagov stewards recommend to the DAO as the formal compensation table for ENS DAO stewards. At a minimum, it can be used as a guide for the DAO and future nominees to understand the compensation for the various positions.
2. This structure is what the Metagov working group plans to use for the remaining two months of the current term. Changes will not be backdated.

The Current Term

Ideally, to avoid ethical conflicts, all Metagovernance Working Groups should set steward compensation and governance distributions for upcoming terms and not their own. However, this term is an exception as the processes have not been previously codified. Like the standardized Steward compensation suggested last month, these new governance distribution guidelines will replace the previous process for this term.

No objections were raised at the time. As I stated above, while I believe that compensation plans should be approved by the DAO going forward, a requirement to do this was not part of EP4.8.
