[6.45] Renewal of the Security Council

The actor matters: who built the protocol, who operates it, and where their long-term incentives sit.

I strongly disagree with this framing.

Actors can matter in social judgment, but the governance and security standard itself should be actor-neutral. The legitimacy of an action should not depend on who is doing it.

If the same proposal would look like governance capture or an exit-rug scenario when done by BlackRock, it should not become acceptable simply because it is done by ENS Labs or by people who built the protocol.

“Who built the protocol” cannot become a governance exemption.

Insider capture can be more dangerous than external capture because reputation, history, and social legitimacy make it harder for the DAO to challenge. A protocol should not rely on trusting that insiders have better long-term incentives.

The test should be the action, not the actor.

Does the action preserve ENS tokenholder sovereignty, direct DAO control, protocol neutrality, and long-term sustainability? That is what should matter.
