Voting popularity doesn’t necessarily correlate with operational excellence or consistent delivery.

But voting popularity might be an indicative that they have enough support that they would probably win the election next year anyway. And this reduces the amount of voting required from all parts.

Service providers should be incentivized to propose their most optimal and realistic budget from the start. The current system’s natural constraints encourages providers to carefully consider their actual needs.

I liked Nick’s Minimum Viable Budget proposal. I have heard service providers complain that they dislike the all or nothing approach to getting accepted.

Given the funding level of the service provider program, it could make sense to have a program supervisor.

I like this idea.
