I made two separate commits some time ago and had spent money but had not enough to cover the rest of the transaction…

Hi, I am afraid not.
The gas you spent was paid to miners so we won’t be able to refund (the $5 annual registration fee is only taken when you finish the whole steps which you haven’t completed so it is not taken yet).
You have one week to finish the entire flow once step 1 went through. Given your transactions are quite old, you have to start from step 1 again.
