Would the ENS protocol still be considered decentralized where it matters most if the treasury moves out of DAO custody into Foundation custody?
Currently, this proposal reads that “day-to-day treasury operation and long-term capital strategy” are delegated to Foundation governance.
Plainly asking: under this proposal, does treasury custody leave the Governor/Timelock, yes or no?
