This proposal activates ENSv2: freezes new v1 .eth registrations, keeps unmigrated names renewable, reserves existing names, then shifts registration and resolution to v2. Owners migrate when ready; Labs hands all v2 admin roles to the DAO after launch.- Vote: Pending
