Hi, let’s refer to the following table from the Voting Period Bulletin:
Criteria | Social Proposals | Executable Proposals |
---|---|---|
Type of proposal | Offchain | Onchain |
Location | Snapshot | Tally |
Minimum threshold | $10,000 ENS | $100,000 ENS |
Quorum | ≥ 1m $ENS, 50% Approval | ≥ 1m $ENS, 50% Approval (Votes ‘For’ + Abstain count towards quorum) |
Voting period | 5 days | 7 days |
Subject to time-lock? | No | Yes, 2 day timelock |
Now let us address your initial statement:
Delegates with at least 100,000 ENS voting power can submit an onchain proposal using the Tally UI. Alternatively, they can find a delegate with sufficient voting power to sponsor their proposal. The proposal process does not necessarily need to follow a strict sequence from an offchain proposal to an onchain proposal.

And now for your question…
Any delegate can directly submit an onchain proposal via Tally’s UI without first posting a social proposal, so long as they meet the required voting threshold.
