[6.6.1] [Social] April Funding Request - ENS Meta-Governance Working Group Term 6

Abstract

The Meta-Governance Working Group is responsible for providing governance oversight and supporting the management and operation of working groups through DAO tooling and governance initiatives as well as treasury management for the DAO.

This social proposal is submitted to satisfy the requirements set out in Rule 10.1.1 of the Working Group Rules (EP 1.8). If this proposal is passed, the funding request will be included in a collective executable proposal put forward by all three Working Groups.

Specification

This specification is the amount requested from the DAO treasury to the Metagov Multisig to fulfill anticipated budgetary needs through the next formal funding window in October 2025.

Expenditures

Meta-Gov sets aside funds to ensure coverage for mission-critical initiatives. While we strive to estimate term expenditures accurately, the final spending depends on pending initiatives.

Description of Initiatives/Pods

Steward + Secretary Compensation: Working Group Steward, Scribe, and Secretary compensation as required by the steward working group rules.

Governance: Fee reimbursements and future initiatives related to reducing friction in the governance process. This includes 70k $ENS to be distributed to DAO contributor, Stewards, and Service Provider roles. In Term 6 this amount was increased to allow for launch of programs to reward delegators and delegates.

Contract Audits: Meta-governance maintains a balance to be used for contract audits. These audits are performed independently on contracts that are to be included in executable proposals if those contracts impact or affect any ENS protocol or ENS DAO contracts or processes.

DAO Tooling: Funding research and/or develpoment interfaces and dashboards to improve the governance process and increase transparency across the DAO.

Discretionary: Funds distributed at the discretion of stewards towards new initiatives + governance experiments.

Conclusion

This funding request will allow the ENS Meta-Governance Working Group to continue its essential work in providing governance oversight, supporting the management and operation of working groups, and ensuring effective treasury management for the DAO. The requested funds will enable us to maintain our ongoing initiatives and develop new tools to enhance the governance process. We are grateful for the community’s ongoing support and engagement, which is crucial to the success of the ENS DAO. The Meta-Governance Working Group remains committed to serving the ENS community and driving the long-term growth and sustainability of the ecosystem.

It would be nice to see these proposals getting at least a short temp check period on the forum where people can ask questions, before they go to Snapshot. Temp checks are also essential to get more eyeballs on proposals and detect and correct mistakes.

Thanks for putting this together! We are late on the feedback, but would like to clarify a couple of things:

The amount has to be updated to 100k? We would also like to check a reference of the “recent conversations” about this initiative!

A new Discretionary budget has been established, but are there any guidelines or guardrails for its use? While we welcome the framework itself, we would like to know what themes are expected to be prioritized.

Is there an evaluation framework for DAO Tooling?

The initiative is still nascent, but there are two separate items we’re working to address:

  • Rewarding token holders that delegate to an active voter
  • Offsetting the time commitment our larger delegates need to make

The discussions around this began in our Term 5 MetaGov working group calls and have continued in our Term 6 planning sessions. While there’s no formal proposal yet, we recognize the need for a more structured delegation incentive program based on feedback from delegates about the challenges they’ve recently faced.

There are not formal guidelines for this item. It necessarily needs to be flexible. Here are examples of how this discretionary funding has been used:

In early 2024 (beginning of Term 5), the safe that the DAO uses to pay the endowment fees ran dry before the DAO was able to coordinate its replenishment. The Metagov group was able to cover roughly 75 ETH in fees while the new funding process was established.

At the end of Term 5 (Q2 2024), the Metagov group needed to cover the costs of an unexpected audit on some gateway technology needed for the ENS v2 rollout.

In both cases, these items weren’t known ahead of time, so they were covered out of the group’s discretionary funds. This is an important flexibility that the group maintains for agility that the full DAO typically isn’t able to address quickly.

Beyond the Metagov stewards evaluating needed tooling, no. There isn’t a formal framework. The stewards assess tooling needs based on ongoing DAO operations and feedback from the community.
