Following up on the Delegation Incentives pilot: rewarding votes cast

Thanks to everyone who ran the Delegation Incentives pilot: a viewpoint-neutral experiment with public data is rare.

One question I couldn’t answer from the distribution files: did the pilot raise turnout on actual votes, or mostly move ENS to active delegates? The two can diverge, and every executable vote still has to clear the 1M ENS quorum.

I’m building Quorum Assurance, an open-source tool for that second part: an epoch-funded pool that pays only for votes cast (the same for FOR and AGAINST, less for ABSTAIN, capped per address), computed from onchain VoteCast events, with no change for voters. It could also automate distributions in a v2 of the pilot.

Is per-vote reward worth testing in v2, or did the pilot already fix turnout? I can share a quorum-margin breakdown of recent ENS votes if helpful.
