Upcoming Proposals

  • Alex Netto proposing giving the allow contract to call the cancel function on the timelock for a social proposal tomorrow
  • This is the next step in safeguarding the DAO against a cryptoeceonomic attack whereby malicious users would take advantage of a lack of voting to pass issues against the best interests of the DAO
  • Will allow DAO to remove the veto contract (DAO using voting power to vote against attacks) which was a temporary solution for a cryptoeconomic attack against the DAO. Con of this solution relies on voting power, which can be overriden by malicious user with more votes
  • Jengajojo: While have reliable contributors today, want to create a DAO that outlasts contributors. Need to put measures in place that decentralize power, current proposal might not accomplish that with a security council
  • Netto: Security council is a short-term solution to security issue
  • Spike: Seems like a step backward in decentralizing the DAO
  • @avsa.eth: Need to stop malicious attempts to hijack the DAO, want to evolve in the future so we can get rid of this proposal
  • @5pence: All security council can do is stop a proposal, can’t create or remove proposals. Just to cancel a malicious activity
  • Jengajojo: Any discussions around delegating tokens in DAO?
  • @5pence: Yes discussions and thoughts about right way to do it are in the forum threads
  • Please bring discussions to the forum when it is posted
  • Another social proposal may be posted tomorrow related to ENS vesting requirements

    • Discussion around possibility of pooling ENS so multiple people could get together and put up for a vote
    • @avsa.eth: Want to make it easier to put things up for a vote, but want to ensure that proposals going up have high chance of passing / create cost for malicious proposals
  • Gas relay for free Agora Votes: Similar to Tally, abstract away costs of voting
  • Visualize streams for vendors: Explore vendors, how much paid, etc.
  • Gov Upgrade for Redelegation of Coinbase delegation: CB has large amount of delegated ENS tokens, difficult to delegate given how tokens are stored, proposal to CB to allow tokens to be delegated

  • Example of malicious attack against DAO happening at Compound, understand security risks against DAOs
  • But feels like a step backward from the multi-sig that was governing ENS in the past
  • Suggestion: Delegate incentivization to stay informed about everything happening at the DAO
  • Alex Netto: Finishing writing veto contract, next steps after deployed are around increasing DAO participation

  • In March 2024, The ENS Metagov funding request for Q1/Q2 failed to gain the support needed to pass.
  • The ENS Meta-Governance Working Group is now using the June 2024 funding window to request the Q1/Q2 funding to cover operations until the next funding window in September 2024.
  • The Meta-Governance Working Group is responsible for providing governance oversight and supporting the management and operation of working groups through DAO tooling and governance initiatives as well as treasury management for the DAO.

  • The Meta-Governance Working Group has decided to adjourn the Bylaws process and reorient its approach
  • To create a more cohesive framework, Alex Urbelis (@Alexu), ENS Labs’ general counsel, will contribute his expertise. This framework will narrow the project’s scope, focusing on the most applicable and explicitly defined aspects of DAO governance
  • Initial framework will serve as the first iteration of the DAO Bylaws. It will be subject to a social vote proposing their adoption and will likely undergo amendments through future iterations

Active Proposal - Confirm Members of Security Council

  • Proposal Here: Snapshot
  • Following the successful passing of the EP5.7, this proposal aims to confirm the 8 individuals who will form the Security Council with the permissions defined in EP5.7. The Security Council will be responsible for protecting the organization from potential governance attacks by having the ability to cancel malicious proposals using the SecurityCouncil smart contract.
  • Current large amount of abstain as possible members of council need to abstain from vote and they are large token holders, abstain counts toward quorum not towards yes. If quorum met then just a matter of yes vs. no
  • Need to confirm list of names of security council before moving to an exectuable. Executable window will open once this proposal passes on Friday evening or Saturday
    • 2 other executables in pipeline for launch this week: Funding for meta-gov and upgrade to DAO Funding contract v2

  • ENS price increase has caused DAO governance attack risk to go down, very low risk. Still important to have security council

1. Weekly Endowment Updates (@karpatkey + @Steakhouse )


  • Past few years run healthy cash-flow surplus
  • 2024 expenses will be close to double of 2023, so will bring net cash flows to ~0
    • Costs of ENS v2 is a growth expense, not necessarily will have those costs for all years ahead, also L2 could bring in more revenue
  • Endowment returns will enable cash flows to be positive. Options: Increase AUM and Increase returns (increase risk)
  • Can also cut parts of the budget to increase positive cash flows
  • At some point could use endowment to finance operations (this is the end game)

      1. Assign permissions to allow the 8 security council to utilize the cancel contract multi-sig (malicious proposals)

      50% attack on the DAO is currently not profitable, having a ROI of 70%. A social attack purchasing 5M tokens would be slightly profitable at the moment without the “CANCEL COUNCIL” being active
