[6.5 Amendment] MetaGov's Facilitation plan for SPP2

Thank you all for your contributions while the DAO & Delegates finalized the voting method amendment for SPP2. Following a social temp‑check, Amendment 6.5 was the option with the highest votes and will be used to govern the upcoming DAO‑wide SPP2 selection vote.

Because the amendment process pushed back original target dates, MetaGov is publishing an updated facilitation plan and timeline that reflect the new voting method and ensure adequate notice for all parties.


Current State of the SPP2

All other aspects of program facilitation outlined in SPP 2 Facilitation Plan (Original) remain fully in effect. The sole changes introduced by this amendment are (1) voting algorithm and (2) the temporary reopening of an application edit window, which closes on 4/27/25 23:59 UTC.

SPP‑2 voting window is presented with two possible schedules. The earlier set of dates remains the target; however, if front‑end development or testing requires additional time, the vote will shift to the alternate window. MetaGov will continue to monitor progress closely and adjust only when necessary to preserve a seamless, transparent experience for applicants, delegates, and all DAO stakeholders. Our priority is to safeguard both the integrity of the vote and the broader timeline of the program.

Applications - What Changed?

Teams get a final opportunity to tune proposals given the updated ballot structure.

  • Edits may be submitted until 27 Apr 2025 23:59 UTC. After that point, applications become final for ballot preparation.
  • @daostrat.eth will reach out to applicants on all available channels. Please also reach out with questions.

FE Dev & Testing

To maintain a single, transparent source of truth, MetaGov is preparing a public Google Doc that details the Amendment 6.5 counting algorithm and sample outputs; this document will be linked here as soon as it is complete.

  • Front‑end work is being facilitated by MetaGov steward @alextnetto.eth, with active contributors Blockful, Agora, and Lighthouse all building integrations. :fire: :bank: :fire:
  • @alextnetto.eth will also share testing information for community review.
  • Target completion for QA remains 4/28/25; the contingency window extends to 5/7/25 if blockers arise.

Voting Method

Amendment 6.5 replaces rank teams only with a rank‑budget system that evaluates each budget entry on its own merits.

As stated in Amendment:

EP6.5 goes further by enabling voters to place an extended budget request below multiple basic budgets. This allows voters to express preferences such as: “This team should receive its extra funding, but only after these other teams get their basic funding.”

  • Summary- Every team’s Basic ask and optional Extended ask appear as separate rankable options. Put differently, a team’s Extended ask competes with every other entry, not just its own Basic ask.
  • Allocation - ranked list, funding items until “None Below” is hit.
  • Voter action - rank entries in the exact order you want funds deployed,no manual math required.

For Applicants

  • Expect direct outreach. MetaGov will contact each applicant via this thread, Telegram DM, and Forum PM.
  • Review and, if necessary, revise your proposal. The edit window closes 4/27/25 23:59 UTC. After that, applications are frozen for voter preparation.

There is ~ 4 hours (-10 minutes) remaining to make any final changes to SPP2 proposals.

Thanks @daostrat.eth for all your efforts to coordinate these updates! I noticed that the SPP2 Application Index doesn’t yet reflect our edits that were strategically submitted just before the deadline.

In summary, the key change to reflect in the SPP2 Application Index is that we made a number of enhancements to our proposal. This includes removal of our previous $1.3m “extended” budget to proactively narrow our focus on the highest value projects and provide more funding opportunities for other teams whose proposals would be great for ENS!

Appreciate our edits were easy to miss! The forum doesn’t bump existing posts when they are edited, only when new replies are added. Our edits were strategically submitted just before the deadline, and I only added a new reply on our proposal thread summarizing the previously submitted edits a few minutes ago after you made your post above.

Yes sorry for having to split our proposal into 2 posts like that. Back at the end of March when we first submitted our proposal the forum said it included too much content for a single post. There were too many deliverables. :sweat_smile: We had to split the Scope of Work (section 4) out into a separate reply post.

MetaGov just finished a coordination call on the best way forward for SPP-2. Here’s the plan we agreed on.


Testing

  • Front-end contributor builds are test-ready.
  • @alextnetto.eth will post a Snapshot sandbox ballot plus a reference spreadsheet shortly.
  • The test ballot contains 10 fake providers (each with Basic and Extended asks). This will be an open task to cast sample rankings and verify that every UI shows the same live ranking and final tally as the spreadsheet.

What happens next

  • If everything matches (live display and algo output):
    • Open the real vote late 30 Apr (UTC) → close Mon 5 May.
  • If we hit bugs in the voting UI or algo calculations:
    • Fix, retest, and push the vote to ~6 / 7 May → 12 May (exact date depends on how long the patch cycle takes).

MetaGov did consider pushing the vote back one week by default, but we agreed that if the front ends and algorithms perform correctly, it makes sense to keep the earlier window.

Following the MetaGov weekly with participation from front-end contributors (Blockful, Agora, Lighthouse), MetaGov is adjusting the voting timetable by one week to allow for a more thorough testing.

  5. Delegates: use the extra time to review applications and Amendment 6.5 materials!

All other program rules remain unchanged— almost at the finish line!
