The ENS MetaGov Working Group holds public weekly calls. The calls are open to community members and the general public.
The ENS MetaGov Working Group calls are facilitated by the appointed ENS Stewards, and led by the lead MetaGov steward - @5pence.eth . If you need to get in touch with any member of the working group, please message them on the forum, TG, or on X.

If you have items that you would like to add to the weekly agenda please message any of the ENS MetaGov stewards (Update) through the messaging feature on this forum.
How to Use this Thread Agenda will be posted along with call summaries. Please do not post in this thread unless requested by one of the Stewards.
Learned a ton from ProposalBond attempt last year, will resubmit to forum based on feedback
Service Provider Visualization: Helping voters visualize how funding is distributed if voting were to end at a specific point during the voting period (adds transparency to voting processes)
Permission request payload ready within two to three weeks.

2. [EP 5.19] Distribution Update
Challenges in distributing ERC721 contracts noted.
Hedgy UI checks for contract compatibility.
Curated list of recipient wallets prepared for distribution.
Plan to handle troublesome wallets on a one-off basis.
3. Term 6 Budget Update
Working groups to release budgets twice a year.
Discussion about putting out a budget this month.
No talks have occurred so far, but coordination between working groups is expected.
Event planned during ETH Denver.
Official date not secured yet.
Opportunity for delegates to gather and discuss various topics.

Question for Kartpatkey
Brennan interested in Karpatkey’s investment strategy and philosophy, particularly how they balance risk and return, minimize risks, and manage other financial considerations.
Answer:
Spending time trying to quantify and quality risks we’re running such as market risks, price volatility, smart contract risks, etc.)
Assessing budgeting and financial risks for the DAO – Ensuring DAO runway.
Introduction of GLOW dollars as a US-regulated stablecoin.
Profits reinvested into public goods rather than paid out to shareholders.
ENS would decide where the yield from the investment would go.
GLOUSD works with Gitcoin, Giveth, Optimism, Celo, etc.
Different implementation options were discussed with ideas from this thread.
Benefits:
Diversification and minimizing risk
The more adoption of GLO Dollar the more funds there is for public goods routed back to ENS DAO to donate.
The sentiment is overall positive and MetaGov and ENS DAO is welcoming to this proposal however, one requirement for adoption was highlighte:

IPS was introduced a few months ago and ENS should follow IPS unless instructed otherwise by the DAO.
Endowments are at about 99% utilization (60% ETH and 40% stablecoins)
Protocol revenue already supports the public goods.
Concerns mentioned:
Having to change IPS because currently it doesn’t include GLO Dollar.
Low liquidity and potential implications
The goal of the endowment is about longevity and GLO Dollar proposal is about diversifying and increasing public good funding.
Currently, there are two ‘similar’ discussions about maximing resources and donating to Public Goods: 1) Octact and 2) Glo dollar initiative. (worth looking into further).
Thomas and Eduardo agree that ENS DAO is mature enough to be able to increase participation in public good efforts but note that ‘fail-safe’ mechanisms should be in place in case things don’t work out as expected.
Discussion on what an executable proposal for Gold Dollar might look like.
GLO dollar and Octan work together and are not mutually exclusive.
In terms of GLO Dollar Liquidity: things are getting better and better and expected to continue improving due to launching on more chains soon and the traction is increasing to using GLO dollar for payments and grants.
Best course of action is to avoid the DAO/Endowment and talk directly with Public Good Working Group and come up with a way to work toghether.
Alternatively, social proposal is encouraged if the proposal has generated enough activity and interest.
Service Provider Program
Request for detailed discussion on service providers.
Questions about eligibility and operational details.
AvsA is likely to propose the second season of the program soon.
Ongoing discussions about the program’s structure and details.
Considered adding oETH (origin ETH) as a new protocol.
USDT for stablecoin diversification. (Aave, Compound, & Curve)
Using RWA Mountain Protocol (USDM) as a risk hedge against stablecoin depegs. (preemptive risk mitigation strategy to be available for emergency cases, not necessarily immediately to be implemented)
Comments are welcome and encouraged on the program.
First there will be voting on the budget amount, then selecting providers, and then executing streams.
2.3 SpikeWatanabe.eth discussing delegate forum threads
Delegate incentivization, activation, compensation, and more, by @SpikeWatanabe.eth
Suggested creating a separate section (Delegate Threads) on the forum that would contain individual delegate statements.
Outdated delegate threads and posts cause confusion, especially for new members.
Discussed decreasing the barrier to entry for new people to join and become delegates.
Discussion about creating a delegate incentivization program.
Delegate compensation was brought up as a financial incentive to increase governance participation and bring more delegates.
Unlikely to see more delegates if they are expected to commit years of work upfront without any indication of financial inclusion.
Instead of one dedicated Delegate Announcement Thread, Delegates are encouraged to post comments on the given topic/proposal instead of a separate thread.
Not mandatory but delegates can post in the separate Delegate Announcement Thread elaborating on their voting decisions
Social pressure might help with keeping everyone accountable to doing it
Downside: it’s a delegate overhead
Potentially creates post-congestion on the forum
Adds more friction to delegate participation
Is it more positive to incentivize people to interact with a proposal thread instead of a separate thread?
Discussion around different Delegate incentivization programs.
Delegate Incentivization and Delegate Activity are 2 very hot topics.
Delegate engagement is always a challenge for all DAOs.
Generally speaking, the percentage of tokens engaged in governance is relatively low. And of those delegated (delegated/votable supply), about 5-10% are active in governance.
Long-term dedicated DAO participants want to be able to instigate the change with their votes and know their efforts have value.
There’s an issue with incentive alignment
There’s a difference between having Delegated tokens vs Ownership of those tokens.
Having influence vs having ownership for your effort in the DAO.

3. Open Discussion
The idea of borrowing USDC against ETH instead of selling it was brought up as mentioned here in this post: x.com
For now, DAO needs to sell the ETH to cover operational expenses but in the future Metagov + Kartpatkey will look into this option as well.

3. Service Provider Program: Discussion on Vote Results, Timeline, and Metagov Facilitation
Service Provider Program
Inquiry about how to apply to the Service provider program by Arnold from Lighthouse.
Inquiry + introduction about the Lighthouse proposal are here.
Clarification is needed on the actual process to submit a Service Provider grant.
Service Provider Nominations
Discussion around whether proposals should be in one thread or in separate threads to allow for comments and discussion for each application.
Master thread with Summaries of all applicants was suggested + a directory of links to individual proposals.
A post with Key Dates for the Service Provider Program should be public!
Last year there were 35 applicants.
Service Provider Program Intent
The intent is for anti-fragility for ENS.
The goal is to ensure the ENS protocol and DAO would thrive even if ENS labs no longer existed.
@AvsA’s mental model: at least 10 incredible teams building on the protocol to anchor the ecosystem.
The minimum request amount is set to $300k because we want proven teams, not unproven one-person dev shops.
Questions and suggestions
Should there be a distinction between people building the protocol, building things like subnames infrastructure, building apps, and governance-related improvements for the DAO?
Suggestion to have AvsA, Metagov team, and/or others answer questions for those planning to apply for the Service Provider program, possibly as part of MetaGov weekly call sometime.
A question raised about whether an RFP or list of priorities from Nick or someone from Labs would help applicants understand the direction of the Service Provider program.
There is support for this idea, as more information is seen as beneficial.
Service provider tag/category for service providers suggested for keeping up with the updates on the Forum.
Metagov will be there to support everyone throughout the entire time.
3.1. Metagov Call structuring
@alextnetto.eth discusses improving coordination inside the DAO as a goal for MetaGov this year.
Delegates seem positive about committing to one MetaGov call a month.
The idea is to have an all-hands delegate call during the first MetaGov call of the month.
This aims to improve coordination without increasing the agenda.
Decent is an interesting DAO tooling organization.
Decent’s software product was built to run an on-chain venture studio.
The goal was to create a system that is decentralized in ethos and legal perspective.
Decent is a platform for viewing and voting on proposals, integrating on and off-chain governance through Snapshot.
It aims to consolidate governance actions for DAOs into a single user interface.
Decent facilitates the creation of structure and accountability through organizations and subdaos.
Decent supports various payment methods, including airdrops, streams, and custom token transfers, with service providers able to request payments directly.
3. Open Discussion
Service Provider Strategy Forum event was announced by @estmcmxci
User flow: votes are cast on Snapshot, and UI visualizes those votes.
The goal is to ensure that all votes are made with full knowledge of how the algorithm works.
Ideas for Improving Understanding
Providing examples of different outcomes.
Showing mock provider selections to see how the results play out.
Suggested that delegates should see a difference displayed before they submit their votes, showing the consequences of their changes.
This would allow delegates to play around and see what’s going on. Something like a simulation to test
Suggestion for office hours with Agora, MetaGov, AvsA, or anyone else about questions for the Service Provider program and voting.
Agreed to do it on the first of the month with each MetaGov / Delegate call.

Agora cooking + ask
Agora is building their product roadmap over the next year and trying to understand delegate pain points.
Looking for people with strong opinions about their governance platforms to chat with them and do some user research.

MetaGov Plans
MetaGov is thinking about ways to put out content that might make things easier, such as videos or simulated selection processes.
They will continue to leave space in the calls for open questions and conversations.
Thinking about making another small post about any questions, and encouraging people to join the MetaGov calls.
Anyone getting ready to submit an application should keep an eye on a small change to the bottom of the application in the conflict of interest statement, which will give them the opportunity to speak more about their financials.
