Working Group Steward Elections
- Nominations close 9am Friday, June 9th (UTC), with the election period opening 9am June 10-15th (UTC)
- Nominees receiving 10k votes or more move onto the election where three stewards are elected for each working group.
- Snapshot delegate override will be implemented - ‘Delegate override’ refers to the concept that if you have delegated your vote to someone, but want to delegate it differently for a particular decision, your own vote will take precedent. Meaning that your vote will be considered over your delegate’s vote - and even if they don’t vote. (Note: Delegate override is already in use for ENS Small Grants)

- Two grants are likely to be awarded up-to 50k, with a few smaller grants also distributed

@Coltron.eth was asked about his outlook for future Terms of the Public Goods Working Group:
- Historically, Public Goods WG didn’t have as diverse opportunities for funding, and the use of Gitcoin as a measure of impact proved challenging. It was not as impactful as a standalone offering.
- The focus turned to building platforms like small grants. And then introducing different grant models such as growth grants and large grants. These initiatives did not require additional development tools or funding and were humble in their design. Stewards and the community played a key role in reaching out and encouraging others to explore opportunities.
- The current phase will soon be closed out, allowing for an evaluation of successes, identifying what worked and what didn’t. This evaluation will enable Public Goods to embark on its next evolution by trying new approaches. This was Step 1 and the team will utilize insights to inform next steps.
- Step 2 involves expanding beyond the existing social circles and exploring untapped groups where possibilities and outcomes are uncertain. This represents the next phase of exploration & impact.
- And this evolution is about making people aware that we - ENS & ENS DAO Public Goods WG - have opportunities for people, That ‘We Are Here’. And this is possible due to step 1.

Public Goods: P256 Precompile Support
- Nick.eth has suggested stewards draft RFP to implement P256 Precompile.
- Marcus (estmcmxci.eth) shares that framing this as an RFP acts as high level endorsement from ENS DAO & is proposing stewards review and consider it for the budget.

- There is no current estimation of cost.
- There is existing development by opclave in EIP-7212: Precompiled for secp256r1 Curve Support – Proposal to add precompiled contract that allows signature verifications in the “secp256r1” elliptic curve.
- Marcus has been speaking with Opclave and will open up a communication channel on behalf of PG WG.
- To gather estimates of time, budget and to figure out the next steps, from both technical implementations and advocacy/championing to become a set standard.

3. Discussion: What does Value look like for PG Grants?
Context - With the start of a new term stewards want to align on what Value means and hear from perspectives from the community.
- Stewards are seeking feedback from members of the community to understand the questions:
- What value looks like for publics goods grants?
- What is impact?
- Where are the things community thinks should be given value, seen or funded more?
- Last term was experimentation process with small grants, growth grants, and large grants that additionally aimed for diversity & impact - not just impact based on clicks & likes - but impact on communities affected and impact of that public good funded.
- Stewards, @alisha.eth, @marcus, @estmcmxci, daniel hannum, and others weighed in on the discussion including topics:
- The benefits of democratising access and increasing the basket of people who will benefit.
- Introducing milestone-based models to determine which things are genuinely delivered.
- Funding being instrumental but sometimes secondary to getting the word out.
- Exposure, marketing, awareness and enablement are very impactful and could be expanded.
- Progression from small to growth to large grants (and ineligibility at each graduations) was a positively received
- PG have an opportunity to create goodwill across communities as much as possible for ENS.
- Finding ways to keep ENS at forefront of grants for brand visibility and encouraging builders.
- Reaching projects who wants to receive grants and acknowledge, versus those who hide it and do not want association.

Proposals are being scheduled for the last week of every month as mentioned in the July DAO Voting Window [Q3/Q4 2023].
2. Public Goods Budget

- Budget for Term 2 (Q3/Q4 2023) will be posted this week.
- Updated: Q3/Q4 2023 Budget: ENS Public Goods Working Group
- There will be no Public Goods WG funding request for this term. The remaining balance of funds from Term 1 (Q1/Q2) will roll over.
- Large grants will continue to be supported, along with Growth grants.
- Small grants will have one grant round quarterly, potentially totaling 10 ETH awarded each quarter.
- This new schedule addresses some voter fatigue concerns.
- Gitcoin grants will not be funded this term.
- A focus for this budget will be more on collaboration bounties, hackathons and awarding directly to builders.
- many people have approached at irl events about collaborations
- A portion of ETH has already been converted to stablecoins for budgeting purposes.

Gitcoin Passport plug-in for Discourse is an example where both ENS and Gitcoin saw value and would have sponsored the full amount individually, however opted to collaborate.
- Opportunities to explore more collaborative sponsorships & generating goodwill, e.g., at ETHNewYork, ETHIstanbul will be focal points.
- Funding, Goodwill & Public Goods efforts.
- ENS may be willing to put more money to things if people knew these events were ENS.
- Important to capture the information of who is sponsoring and build social capital of those donors.
- Consider a collaborative effort towards public goods funding, kickstarted by ENS Public Goods.

- Senad is from ThriveCoin (and previously from BanklessDAO)
- "ThriveCoin: scalable, equitable rewards for web3 communities: We make it easier and faster for web3 communities to reward contributors - and it’s all on-chain."
- Following the ENSParis event where senad met coltron, alisha, limes, vegayp, etc, they learned a lot in their discussions, and have joined the call to understand the dynamics of ENS and learn more about its initiatives.
Gregskril asked when the Small Grants will begin
- Dates will be synchronized with Ecosystem grants and announced in advance.
- A benefit from quarterly grants:
- Supports more concentrated efforts in sharing/exposure.
- Enabling projects and delegates to mark their calendar, thus reducing confusion over when to submit & vote.
- Addresses elements of voter fatigue (when compared to monthly rounds, and in having unified cadence with Ecosystem WG grants).
- Enables more indepth look at submissions, and during the selection process.
- Supports the goal of viewing progress, transparency from updated submissions, which present voters with more information on whether to decide to fund in subsequent ronds again.
Exploring the change to Quarterly Small Grants Rounds
- Past builders have been encourged to resubmit each round if there was ongoing work, or costs to running a service. Reducing the frequency of grants may have a different impact on those who won in multiple rounds
- During Term 1 2023 PG WG introduced different graduating tiers of funding; including growth grants and large grants, and these freed up small grants for new submissions.
- In the coming weeks Stewards will look at past small grants winners, explore patterns and the intentions behind these graduating tiers.
- This may include reaching out to past winners, as well as examining individual developments.
- It was noted that ETHUSD has almost doubled since the rounds began and variations to awards amounts may be advantageous.
senad dilji asked about the governance process for funding
- Public Goods WG has process for requesting funding and these are generally decided each term.
- It’s encouraged to post to Forum about your project/inititiative, attend calls & share with the community.

Security advisory: A malicious DAO update could reduce the registration duration of registered .eth 2LDs posted by Nick.eth.
- This is a temp check, with the intention have have an open discussion about what the issue is, what it means, and whether the DAO should pass an executable to remedy the issue.
- Nick.eth already has code ready to go, as highlighted from the original forum post “We have published a security advisory on GitHub detailing the vulnerability and including code that will eliminate it.”

- Current focus is on more collaborations and reworking the processes we have.
- Danniel Hannum asked whether full amount of last term was allocated?
- The answer is it was allocated, however not all utilised. This could have been from overbudgeting. The remaining balance is now going to roll forward and Stewards wont be requesting more.
- Emmanuel ikwuoma asked if PG are still doing Small grants?
- Yes. Small grants are moved to quarterly. With 2 rounds this Term.
- Alisha asked about if there are rolling grants? Further commenting that a large cohort would value smaller amounts.
- Reduced amounts are being considered. It may not make sense to pay in bulk, and instead could allocate to rolling funds.
- GregSkril asked is there any ideal target week for that small grants rounds?
- Late Nov is good time, as well as possibly one in the coming weeks.
- Devonnct was noted for Nov 13-19, and ETHIstanbul Nov 17-19.
- There are opportunities to have grantees at devconnect.
- Stewards will sync on these opportunities and possible dates.

3. Presentations (Angela)
Angela from Token Engineering Academy
- TokenEngineering Academy were awarded a PG Working Group large grant recently and Angela came on the call to share how they put this money to work, the impact, and express appeciation – View the TE Academy Slide Deck shared during the call.
- Parts of the Large grant went toward two events they ran at the Ethereum Community Conference (ECC) in Paris.
- The goal of these events were to educate people about token engineering (TE) and its importance in crypto projects. With programs covering various topics such as token design, optimization, token valuation, measuring network health, lfecycle, and more. Additionally how to tackle fraud, scam and other challenges as a founder & project.
- On July 19th, Token Engineering Academy hosted a full day on one of the EthCC stages.
- This focused on integrating TE into projects and discussing challenges, legal aspects, and long-term growth strategies.
- It received positive feedback and attracted significant attention from attendees acros irl, livestreams, twitter and more.
- On July 22nd, another event was hosted with support from Token Engineering Commons and other sponsors.
- ENS was listed as a Supporter.
- It provided a space for the community to run sessions and workshops on various token engineering topics.
- They accepted 13 talks and have agreed with EthCC to do this again.

- Marcus (estmcmxci) asked who would consider taking this course? Who is it for?
- TE fundamentals course is for aspiring token engineers who want to build and design tokens with incentives. It includes topics: algorithm design, stakeholder motivations, sustainability.
- With Token engineering expertise being scarce, this program is made available for economics, math, and product background individuals.
- While ECC program targeted a wider audience - including crypto startups and focusing on teaching the economic layer of token systems, which is often not well understood.
- Angela emphasised education, among token engineers and broader community, as vital for driving token development and utility.
- Coltron highlighted the importance of sharing how grant money is used. That these kind of follow ups will be something they’ll do with other Grantees.

Security Advisory Discussion
- Read the forum post by Nick.eth – Security advisory: A malicious DAO update could reduce the registration duration of registered .eth 2LDs.
- The technical issue is in the ethregistrar controller [& affects namewrapper] and poses two main risks:
- Accidental release of an update that might make the bug exploitable.
- Deliberate release of an update that could potentially lead to misuse.
- Two solutions presented: do nothing or deploy a preventive patch.
- Taking no action assumes trusting that the DAO wouldn’t maliciously exploit the bug.
- Nick has written a patch to deploy a new admin contract as a way to prevent any potential exploitation.
- The proposed patch adds a complexity to contracts. Gregskril gave context to 3k gas increase being +28c @ 50gwei.

- Community are urged to attend meetings, read notes, and share their opinions, especially those who might have missed prior conversations.
- The goal is to encourage deeper and more frequent conversations around this topic prior to social vote.

- Feedback collected here gives direct insights to Stewards, ENS Labs and plays a role in decision-making.
- The ideal outcome is for the community to use Canny as a primary means of engagement.
2. Small Grants Voting Strategy Discussion
Small grants have required a lot of attention from delegates in the past. The intention is to explore approaches to small grant voting which dont rely on delegates who have already voted on the spending of WG funding at the beginning of Term.
Discussion & Ideas
- Consider a voting mechanism that doesn’t rely on the ENS token.
- Use Gitcoin passport for sybil resistance.
- Integrate with snapshot.
- Ensure some ENS records are set.
- Add multiple sybil resistance layers
- Select groups to participate in voting.
- e.g builders, prior grant winners, those attending calls, voting on small grants, delegates, community, developers, etc.
- Utilise snapshot with weighted POAP strategy.
- Apply voting power multiplers based on various activities.
- Curated lists: e.g. 100 people curated by stewards & labs, comprising call attendees, past voters, winners, ENS community, etc.
- Utilise Snapshot strategy, weighted POAPs and approval voting.
- Limit the number of POAP classes to 2-3.
Timeline Considerations for Small Grants Q3
- Target month is September.
- POAP-strategy might be possible by September.
Reflections & Next Steps
- Assess if past rounds were successful, and what any new strategy may be aiming to replicate or avoid.
- Aim for a voting mechanism without ENS token that is sybil resistant.
- Snapshot has integration which supports POAP strategy.
- Ensure a predictable timeline for grantees that isn’t overly complicated.

3. Public Goods Event involvement. (Funding the Commons)
- PG WG is sponsoring the ‘Funding The Commons’ event in Berlin. This followsa similar event they sponsored in Paris.
- This is a virtual hackathon
- Hackers who successfully tackle the challenge can earn a bounty.

2. Update from Large Grants winner - SheFi

SheFi was recipient of $50k Public Goods Large Grants, and came on the call to update on the use of grant funding.
- SheFi aims to increase inclusion in the DeFi space.
- Their main pillars are: education, experimentation, and community.
- They have a 13-week crypto educational program which goes beyond basic understanding and gets participants familiar with under-the-hood technology including using hands-on demos.
- They held SheFi Summit Paris 2023 - an event to gather the community & share knowledge, where they incorporated web3 activities and a successful collaboration with POAP.

- Future plans include a mini SheFi summit at Devconnect. Grants will be used to create governance-related content and education.
- Reach out to Maggie Love & SheFi to see what’s being developed and explore potential collaboration opportunities.
- Maggie believes in the importance of diverse viewpoints and is particularly keen to understand people’s experiences with governance and various models being explored or introduced in the space, including what’s effective and what isn’t.
3. Public Goods Bounty Ideas
- Public Goods is funding a virtual hackathon “Funding the Commons” and seeking feedback on the type of bounty the community wants to see:
- Discussion included:
- Having a more open approach to the bounty (rather than strictly technical).
- Simona stressed the importance of having specific deliverables & criteria for each bounty so as to avoid controversies.
- Coltron suggested a theme revolving around expanding blockchain identities.
- A broad bounty topic could be identified, with specific implementations or EIPs to guide participants.
- Subjectivity in judging should be avoided.
- 5pence mentioned a possible guide for the bounty including the use of ERC-6551 standard.
- Submissions for the hackathon close on the 31-Sep-2023, and once decided, the bounty will be publicly announced.
4. Small Grants Discussion (continued from this post)
- Conversation continued from the Rethinking ENS Small Grants discussion space.
- MetaGov will propose the Voting Mechanism, and Working Group Stewards will determine the allowances/grant amounts for their respective rounds.
- Voter & submission timeline, development feasibility, voter requirements and telegraphing to interested parties were discussed.
- Public Goods & Ecosystem will sync the Small Grants Round dates.
- Dates & details are not yet finalised – however it is expected submissions will begin early September.

- Recent ENS Labs team hires and repositioning.
- New developer tooling and products.
- Imminent deployment of ‘Gasless DNSSEC’ to testnet.

- Read the PRD: ENS Multi-Delegate Manager
- This is recognised as a Public Good, is open-source and permissionless.
- The next phase involves integrating and promoting to other DAOs.
- The code is currently under review. A merged version might be available this week.
Small Grants Round
- The Small Grants redesign is still underway.
- The round is anticipated to begin in the first week of September.
- Submission period will be ~10 days, followed by a 4-5 day voting window.
2. Octant Presentation

JJames attended the call to share his learnings and experiences from their Epoch Zero’s public goods funding.
Discussion included:
- Octant’s background, relationship to Golem Foundation, and how their funding & rewards system works.
- Epoch Zero’s recent vote, distribution of funds, and challenges experienced, including:
- Users’ lack of awareness about Snapshot & POAP.
- Other technical misunderstandings.
- Lack of engagement and understanding of the process, which affected projects differently and involved their having different-skilled user bases/followings.
- Sybil resistance, including how it relates to Gitcoin Passport.
- The importance of due diligence when assessing third-party tools.
- Integrity of the voting process and skew/impact of non-unique votes.
- Epoch Zero’s next steps, goals to highlight projects doing crucial work, and transition to Octant app.
- Limitations of POAPs, and composability of NFTs.
- Some takeaways:
- Be clear about the process and expectations to ensure participants understand what’s required of them.
- Consider the NFT route for more control over the voting process, especially for larger initiatives.
- Take the time to verify & validate third party tools to ensure intended outcomes.

ENS NYC Happy Hour
- @limes shared about ENS event during ETH New York happening on September 23rd from 6-9pm (ET).
- The event is planning to use technology from some our partner projects - supporting those who support us - including:
- An NFT ticket that is ‘Built on Base[.eth]’.
- Token gated communication on Forecaster.
- Many from the Working Groups, ENS Labs and community will be attending.
- The forum post ENS Happy Hour @ ETH NY 2023 will be updated next week with more details.
Discussion flowed into ENS events channels on Farcaster
- Farcaster supports ENS Primary Names as identifiers and has had dedicated channels for events (e.g. EthCC).
- Suggestion was made for an ENS events channel and layered threads: some token-gated, and some open.
- Limes is meeting with Forecaster to explore possibilities.
2. DescentralAmerica Sponsorship
@marcus AM & Francis Sanchinelli from Hackathon DescentralAmerica
Following the success of ETH Guatemala, Public Goods WG wanted to discuss and learn more about this hackathon, to better understand whether to sponsor/contribute.
- Marcus outlined how Ethereum Guatemala has used previous grants to host the first Ethereum event in Guatemala, and run the largest in-person solidity training program at a leading university
- Marcus announced the new Hackathon “DescentralAmerica” set to take place 3-5 November.
- Their aim is to engage Central American students and broader tech community.
- They are seeking funding for event and bounties (starting at 2k).
- They anticipate 100 in-person and 100 online attendees.
- Discussion included:
- Attendees included participants from the recently run Solidity Bootcamp
- Event budgeting, potential sponsors and different bounty amounts.
- @simona_pop advised the value in having more clarity in sponsorship tiers, especially regarding allocations towards bounties versus production.
- Those on the WG call showed interest in sponsoring.
3. Public Goods Hackathon
- PG WG is funding a Public Goods Hackathon with a 5K award.
- The Focus is on ‘Expanding Decentralized Identities’. Information can be found here.
- The submission deadline is ~48 hours from this call, and there have already been five submissions.

4. Discuss: Grants stream for p256 precompile
This RFP is highly technical. The ongoing discussion is intended to get more eyes on this body of work.
- The EIP-7212 PR has been merged with Ethereum’s GitHub repo.
- A main debate centres around using verification versus a recovery interface.
- A recommendation from the all-core devs is to implement the new EIP in L2 solutions first.
- @avsa commented about this potentially being a huge improvement for Ethereum as a whole.
- Additionally that efforts and support for an RFP may include mentorship and assistance in navigating the social aspects of getting an EIP approved, in addition to funding/scholarships & exposure.
- @estmcmxci emphasised P256’s potential and called for community, steward & veteran support to increase exposure & awareness.

2. Grants Updates (Small, Growth, Large)
Discussion: Small Grants
- Small grants have been delayed until next week.
- The technology of the voting system is still being worked on.
- Discussion topics included:
- Possible methods for voter list additions: data scraping past small grants submission, manual addition, and by forum application.
- The advantages and disadvantages to making the ERC1155 non-transferrable.
- Possibility to open for submissions on 11th September, ahead of the NFT distribution.
- Stewards will sync with Greg in the coming days to confirm various options.
- A forum post about small grants will be made in the lead-up to the release of key information.
Discussion: Large and Growth Grants
- It was proposed to merge growth and large grants into a single pool with a flexible budget cap.
- A more flexible system, over use of fixed amounts for grants, includes allowing the submitter to assign their requested value.
- Differing amounts requested will lead to various levels of evaluation.
- Example: Optimism grants under a certain amount require fewer approval processes or lockup.
- The idea of a Public Goods Calendar, including grants information, was suggested to provide clear communication to projects.

2. SI HER & The KI
- Read SI HER & The KI’s ENS Grant Proposal
- Kara introduced her non-profit based in california, ‘Si Her’, which is aimed at fostering women’s participation in tech.
- Project is exploring providing subdomains for their members/users.
- Stewards and the community provided feedback concerning the kinds of information they want from grantees, including metrics that enable benchmarking and performance reviews…
- Additional feedback included being able to show success stories which move beyond conceptual messaging, and enable the DAO to align with and measure intended outcomes.
- Further highlighted were that grants informally follow a graduation program, and that Small Grants are a great area to start in as they provide exposure and engagement opportunities with community.

ETH New York Hackathon
- Many from the ENS DAO, ENS Labs, and the community attended and participated in the ETH New York Hackathon over the weekend.
- Stewards asked if anyone identified notable public goods projects, and if so encouraged they reach out to PG Stewards.
- FrENSday is happening – Go to or ens.day or frensday.ens.domains
- The first ENS conference in Istanbul, Turkey on the premier day of DevConnect 2023 - tweet.
- Simona will be a judge at the ETH Istanbul and discussed ideas about how to incorporate public goods into these events.
- Simona is helping to organise a public goods track at frENSday, which will feature various panels, discussions, and more.
- There was an idea to showcase stories from small grant winners and participants.
- And an idea of doing live mini grants during the event.

- Small Grants are still being worked on. While the submission window is technically closed, backfilling continues for those who had issues.
- The Forum thread above will be updated when progress is made and voting is live. This could go live Thursday.
- This round’s eligible voters include those who have submitted in past grant rounds, those past voters with at least one $ENS Governance Token, and individuals who have filled out the form mentioned here.
- PG Stewards have reviewed many Public Goods submissions. Some were duplicates or spam, while others were not Public Goods and were therefore relocated to Ecosystem Small Grants.
